I have GifBuilder as freeware for my Mac. But I downloaded it so long ago; I'm not even sure if they have a PC version. You could try surfing through download.com, maybe.

Pixia, perhaps? I think that's the one that my mother is/was using for animated gifs when she started getting into computer art.
