It depends what you mean by "being a herald". If you want yo be a local herald, i.e a shire officer, all you need to do is contact the Kingdom herald (you seem to live in dublin so in that case it's Schwarzdrachen [herald at drachenwald dot sca dot org]) and tell him you want to be an officer. A letter of support from your seneschal usually helps but is not required as far as I know (it wasn't for me). If you're taking over from another herald a note of support from him/her would help too.
If what you mean is just generally helping out and being interested in heraldry without having to worry about all the paperwork involved in being an officer (it's not that bad really) then we welcome you with open arms.

As an example I started 2 1/2 years ago as shire herald for harpelestane, I didn't know anything about heraldry, I was just interested. My arms passed only last february.
I'm currently not up to doing a lot of work, but I am interested in Heraldy and have been since I did Calligraphy as part of my leaving cert Art Exams. I like heraldry and like looking at it, am a bit out of practice at the moment tho 8(!!
